You train it to DO something instead of NOT to do something. When your sister comes in, make the dog "down". Ankle biting is not aggression. Just do some obedience.
References :
They are just playing but you can teach them to be 'easy'. Not to bite so hard, be gentle, baby is a baby, she's little. Slow it down when it get rough & the dog will learn.
References :
You bring in a behaviorist to evaluate the behavior to see if it's aggression, fear aggression, some sort of prey drive behavior (common in herding breeds), or something else entirely. They will show you how to properly manage and correct any of the above behaviors.

We cannot do a thing for you over the internet, nor should we TRY. The wrong method or approach could make matters worse (especially in a dog who bites/nips his/her master.)
References :
Owned by Mutt
